CCNCTO Worker Organizing Progress 平权会工人组织进展

CCNCTO has long worked and organized with Chinese workers. We have worked closely with other organizations to support and spread awareness about issues impacting Chinese workers and empower the rights of workers ranging from workers in restaurants, factories, grocery stores, and massage parlours. 

 

平权会长期致力于与华裔工人合作并进行组织工作。我们与其他机构密切合作,支持并宣传影响华裔工人面临的问题,为餐馆、工厂、超市和按摩店工人在内的各类工人赋权,维护他们的权益。

In our work, we have seen how anti-Asian racism is widely experienced. Oftentimes, migrants are blamed for their own exploitation when instead it is employers who take advantage of the knowledge and service gap impacting Asian migrants and who choose to exploit workers for their own profit and benefit. This is where our work to empower, organize, and advocate with workers is extremely important.


在我们的工作中,我们看到了亚裔群体普遍经历的种族歧视。许多时候,移民被责怪,被要求为自己遭受的剥削负责,而实际上是雇主利用影响亚裔移民的信息差和获取社保服务的阻碍,选择剥削工人以获取自身利益。这也是我们与工人共同努力,赋能、组织和倡导的重要意义所在。

While issues such as wage theft, arbitrary evictions, inaccessibility in healthcare, and more impact many workers, we can empower workers with community and education, organize them to take action, and advocate alongside them to fight for their rights and for justice. 


尽管工资盗窃、任意驱逐、难以获得医疗保健等问题影响着许多工人,但我们可以通过社群和教育为工人赋权,组织他们采取行动,与他们一起发声,为争取他们的权利和正义而斗争。

Our work aims to connect marginalized Chinese workers with the larger labour movement and to empower them with knowledge and tools to take action improving individual and collective working conditions.

 

我们的工作旨在将被边缘化的中国工人与更广泛的劳工运动联系起来,并用知识和工具为工人赋能,使他们能够采取行动改善个人和集体的工作条件。


While this page highlights some of the key efforts that CCNCTO and community members have engaged in, such as advocating for wage justice and immigration regularization, there are many other activities that have not been listed here. Our community members have been active in additional campaigns, relationship building with labor rights organizations, and ongoing worker consultations to adapt and strengthen our strategies.

Throughout this time, our team began to conduct outreach regularly, meeting precarious and marginalized community members in person to share community information and resources with them. In 2022, we focused many outreach activities on Chinese grocery stores, restaurants, and plazas. From 2023 onwards, we expanded outreach to schools (high schools, colleges, and universities) and community centers to reach more youth, international students, and parents. Our focus has remained to reach workers in precarious and frontline jobs and build trust within the community.

在此期间,我们团队开始定期开展外展活动,和处境不稳定及边缘化的社区成员面对面交流,向他们分享社区信息和资源。2022年,我们的外展活动主要集中在华人超市、餐馆和商场。从2023年起,我们将外展范围拓展到学校(高中、学院和大学)以及社区中心,以接触更多青年、留学生和家长。我们的重点始终是接触处在不稳定处境和一线岗位的工人,并在社区中建立信任。

  • In this time, we have established over 1300 contacts across more than 130 in-person outreach sessions.

  • 60% of individuals that we have connected to since 2020 are lower-wage (im)migrants in precarious frontline work who experience multiple barriers in their community.
    自2020年以来,我们所接触的60%人群都是低收入(移民)工人,他们从事着不稳定的前线工作,并在社区中面临多重阻碍。

     

  • We have maintained these contacts through digital outreach, where we can better engage them through one-on-one communication to share:

Leadership building: providing them with information and workshops that may be of interest to them and can help them build skills to advocate for their rights. These workshops have covered topics such as labor rights, navigating workplace conflicts, understanding employment standards, and immigration services.

 

We also focused on developing leadership qualities by encouraging workers to take on larger roles in community organizing (i.e. organizing their peers and coworkers), facilitating discussions in workshops, and sharing their personal experiences with others to mobilize them. This not only empowers workers to stand up for their own rights but also enables them to become advocates for and among their peers, fostering a stronger sense of solidarity and mutual support within the community.

  1) Wage Theft 工资盗窃

Experiences of wage theft and exploitation have been common among many Chinese workers we have connected to. It is important to recognize that these are common experiences because employers take advantage of information and service gaps to exploit Asian (im)migrant workers.


在和我们联络的华裔工人中,工资盗窃和剥削是很常见的。我们认为,认识到这是一个普遍现象很重要,因为雇主常常会利用信息差和社保服务上的缺口来剥削亚裔移民劳工。

3) Difficulties in Healthcare 健康医疗的困难

Many Chinese community members that we are connected to experience difficulties when accessing healthcare, largely due to service and information gaps. Many community members may not be able to access healthcare services in English and oftentimes healthcare information is not available in Chinese. Furthermore, community members with precarious immigration status may be ineligible for many healthcare programs and services. As such, community members often go without adequate healthcare for longer periods of time, resulting in more negative healthcare outcomes.

我们联系到的许多华裔社区成员在获取医疗服务时面临困难。主要原因是服务和信息上的缺口。许多社区成员无法用英语获得医疗服务,医疗信息也往往缺乏中文版本。此外,身份不稳定的社区成员可能无法符合许多医疗项目和服务的资格。因此,社区成员经常长期得不到足够的医疗护理,导致更为不利的健康状况。

2) Immigration Issues 移民议题

Many Chinese community members we are connected to experience issues relating to their immigration status; many issues relating to their immigration status negatively impacts their working, renting, and healthcare experiences.

 

Exploitation through loopholes in the housing market continues today. Numerous community members we are connected to have had to pay several months of rent up-front and/or have had to live in illegal and unsafe housing conditions.

我们联系的很多社区成员都面临与移民身份相关的问题。其中不少问题对他们的工作、租房和医疗服务体验造成了负面影响。住房市场中的漏洞使他们易遭剥削的情况至今仍在持续。许多社区成员被迫预付几个月的房租,或者不得不生活在非法且不安全的居住环境中。

 

While these loopholes allow individuals and corporations to take advantage of Asian migrants, anti-Asian and anti-immigrant sentiments frame Chinese (im)migrants as the villains in the housing market. We are blamed for the lack of affordable housing, which allows the government to avoid taking action.

尽管这些漏洞使个人和企业能够剥削亚裔移民,但反亚裔和反移民情绪却将华裔移民描绘成住房市场的“反派”。我们被指责为住房负担问题的罪魁祸首,这让政府得以逃避采取行动。

We have supported workers experiencing wage theft, immigration issues, and difficulties in healthcare in various ways including:

  1. Information sharing: CCNCTO has produced resources that we share on outreach and hosted workshops
    with partner organizations (4-6 per year) to:

  • We have also created a Worker Calendar (2022 onwards) to spread awareness about economic injustices facing Chinese workers and help empower and protect folks in precarious work everywhere!

2. Individual casework: CCNCTO staff have helped with individual casework to support:

  • Wage-related issues: Employment Insurance (EI), Employment Standards Act (ESA), and Ontario Works (OW).

3. Report writing: In 2023 we published a community report “Chinese Migrant Workers' Experiences Working With Legal Representatives In Immigration” highlighting scam, abuse, and/or exploitation by immigration agents, consultants, and lawyers and calling for change. We also published best suggestions, tips, and best practices for Chinese migrant workers regarding how to protect your rights while working with immigration professionals.
 

报告撰写:2023年,我们发布了一份社区报告《社区研究:华裔移工的移民经历》,重点揭露了移民代理、顾问和律师的欺诈、滥用行为和/或剥削现象,并呼吁变革。与此同时,我们还发布了最佳建议、提示和最佳实践,指导华人移民工人在与移民专业人士合作时如何保护自己的权益。

4. Creating a Senior Handbook Resource, to spread awareness about barriers faced by marginalized Chinese working seniors and improve their access to community programs and services.

制作《长者手册》资源以提高对边缘化华裔长者工人所面临障碍的认识,并改善他们对社区项目和服务的获取途径。

5. Strengthening our connections/partnerships to broader worker movements to demonstrate Chinese Workers’ leadership. This includes showing up for and taking on organizing roles in different rallies, reinforcing Chinese representation in social justice, etc.. 加强我们与更广泛工人运动的联系与合作,展现华裔工人的领导力。这包括参与并在各种集会中担任组织角色,强化华人群体在社会正义中的代表性等。

a) Speaking at a public rally in September 2024: To truly create change, Status for All ensures that community members will not be exploited by gaps in the system, including in the healthcare, employment, and immigration system. We want to help Chinese workers who are ignored and can't find other support. We want everyone to know that we have the power to make a change! The problems we encounter are because the government allows bosses, landlords, etc. to exploit workers.
Every time we help a worker and connect with more workers,
our community becomes stronger.

2020-2023:
Focus on COVID-19 support
and recovery

Throughout this time period, we recognized that key issues impacting workers were: 1) lack of sufficient PPE to keep them safe on the frontlines, 2) service and information gap impacting workers (i.e. health services, like vaccinations, and updated information on COVID-19 was often inaccessible), 3) lack of general community support and awareness.

Throughout 2022, we also organized events to provide community members with COVID-19 information and assistance, including helping with vaccination registration整个2022年,我们举办了一系列活动,向社区成员提供新冠肺炎相关信息和帮助,包括协助疫苗接种注册。

  • These events were in direct response to the healthcare access crisis exacerbated by COVID-19, which affected low-income and migrant workers新冠疫情导致了低收入和移民工人的难以获取医疗服务。这些活动是对这一危机的直接应对。

  • By giving out personal protective equipment, helping people register for vacancies, and sharing updated healthcare information in Chinese, we aimed to reduce barriers to healthcare for those who were uninsured or were unable to access healthcare information. 通过发放个人防护装备,帮助人们注册疫苗接种,用中文分享最新的医疗信息等活动,我们致力于减少没有医疗保险或难以获取医疗信息人群获取医疗服务的阻碍。

During this period, many workers became familiar with CCNCTO, which created a strong foundation for the progress of our future worker initiatives. 在此期间,很多工人开始熟悉平权会,这为我们在未来推进工人活动建立了坚实的基础。

  • This went beyond COVID, as we also started to work on other healthcare issues impacting community members such as 1) addressing language inaccessibility in healthcare and 2) accessing healthcare with precarious status. 这些工作超越了新冠疫情本身,我们还开始就社区成员面临的其他医疗问题展开工作,例如:1)解决医疗系统中的语言障碍问题。2)为身份不稳定的社群成员获取医疗服务提供支持。
